Abstract

For years Bali have been developed through its three economic potentials namely agriculture tourism and small scale cottage industry. They must as such managed to develop interdependence support complementary each others and if possible synergist. This could be achieved those three sectors in a systems to which every effort in development should be directed to. But some years ago this harmony has been distructed when a lot of rice fields have been sold for other purposes. About 1 500 hectare rice fields must be deducted each year due to this functional transformation. It seems that tourism becoming the spearhead of economic development in Bali and leaving other sectors behind. When bomb Bali exploded in 2002 with its strong influenced to tourist visit numbers to Bali people at large started to be conscious that it was a great mistake to conduct development only dependent on tourism. Therefore the utilization of the three sectors must be managed wisely to meet the demanded global market and local development needs as well. A total approach must be done in which the work system and products being produced must not only humane but also competitive and sustainable.
