Principally based on Low cost philosophy an aerial survey was created and has been developed at the Bandung Institute Technology since 1974. This method is users oriented and or as a supplement of the whole systems of remote sensing. The use of survey have been in data and information collection for planning improvement project to survey communities monitoring and evaluation also helping decision makers programme analysis related or urban problems so far 39 informations has been identified. The technique is extremely simple using a light aircraft ordinary camera and film. The cost is not more than US 15.09/hectar which is less than the cost of obtaining equivalent result from an on the ground survey and controlled aerial survey.
