Abstract
Research and development RandD is an investment. Its performance has to be assessed at all levelsprojects focus research areas institutional and country-wide. Forestry researchers are encouraged to be actived in RandD by their own institutions and policy makers. Yet researchers their institutions and policy makers may have their own expectations on the nature of the RandD outputs that may not necessarily match. Impacts of RandD are measured differently by stakeholders. Researchers are motivated to generate new knowledge and only a few extended their RandD findings to meeting the needs of policy makers. This requires that researchers equip themselves beyond the technical skills. They should be involved in demand driven research areas especially after conducting prior consultations with end users including policy makers. This study highlights the performance of the intensification of research in priority areas IRPA in forestry research subjects. The output and outcome of RandD take many forms. Individual project could be succesful in one output say publication but wanting in other aspects such as commercialisation. Further these outputs and outcomes are measured in different units some in physical numbers while others in monetary terms. These make assessment vague. The study suggests the need for a RandD Impact Index that could incorporate various output and outcome integratively.
