Abstract

Malaysia has seen rapid depletion of her rich natural resources in the pursuit of economic progress. Natural resources and environmental accounting attempt to consider such depletion in the measure of wealth and well-being of a country. This paper presents a framework for the development of physical and monetary accounting for forestry resources in the context of developing a satellite account for the Malaysian Green GOP. The framework is drawn from the 2003 United Nations System of Integrated Environmental and Economic Accounting SEEA Guidelines as well as the experiences of other countries. This paper focuses on the valuation of timber resource depletion as the first step to a more comprehensive natural resource accounting framework for Malaysia.
