Abstract
Commercialisation of the smallholders sector is a major development strategy in many developing countries. In Malaysia such a strategy is evident in the National Agricultural Policy and the Fifth Malaysia Plan1986-1990 which will no doubt be continued in the Sixth Malaysia Plan1991-1996. The capability of the extension services aimed at the development of smallholders in the country and in bringing about the desired changes within the peasantry the effectiveness of agricultural extension services the agencies responsible for agricultural extension their mandates and expected role in agriculture are examined in this paper. The focus and scope of extension work are examined initially followed by an assessment of the quality of the services in terms of their staff qualifications competencies and research back-up. The services delivered are then analysed in terms of staff-clientele ratios; completeness and relevance of delivery packages and mechanisms established to facilitate delivery. Expenditures on agricultural extension are further analysed and comparisons made with other systems elsewhere. Recommendations are proposed to modify the scope and function of extension services for changes required to improve quality and effectiveness of the transfer of technology.
