Abstract

Perennials in Malaysia include rubber oil palm cocoa coconut and fruits. Most significant among these is rubber. Rubber though traditionally an estate crop has through the years become slowly but surely a smallholders' crop. To-date the smallholder sector contributes to over 70 percent of national output and 30 percent of the world output of rubber. It also holds a special place in the Government's poverty-eradication programme and is also an important national revenue earner. As such a spectrum of support services have been set up by the Government to facilitate the systematic and effective replanting programme by both the estate and the smallholder sectors. Indeed since 1952 a special replanting programme has been introduced and a special agency The Rubber Industry replanting Board; later the Rubber Industry Smallholders Development Authority - RISDA has been set up to facilitate and regulate the replanting programme by both the estate and the smallholders sectors.
