Abstract
Lack of adoption of Integrated Pest Management IPM technologies in rice is frequently attributed to lack of sufficient extension. In fact often it may be because farmers do not perceive that the technology will make them better off. Besides improving extension and training research and technology development should also be part of the implementation strategy. The task of technology development should focus on decision makers' needs and develop the appropriate IPM tools for their use. These tools include resistant varieties action thresholds pest surveillance systems decision aids and rules-of-thumb regarding maximizing natural control forces. While resistant varieties are tools for pre-planting decisions action thresholds provide guidance to better utilization of insecticides after planting. Pest surveillance computer mapping and expert systems on the other hand are tools to enhance decisions of policy makers in research and extension. Knowledge is prerequisite to improved IPM decision making. Emphasis must be placed on closing the information gaps that exist. Success in IPM would require creativity in technology development of the technology into IPM tools and communicating and delivering marketing of these tools to the respective clients
