Abstract
The management of protected areas in Sabah remains primarily a State Government responsibility. Sabah Malaysia's eastern-most state located in the island of Borneo is endowed with an array of significant eco-systems on land and sea all of which require different management strategies. The State Government has over the years devised and developed a diverse institutional and legal framework to protect and maintain these different eco-systems to meet environmental as wells as economic needs based on the fundamental objective of providing for sustainable management and use of state natural resources and environmentally-based assets. In recent years greater attention has been given to strengthening the institutional framework and providing supporting legislation through appropriate amendments or formulation of new ones to enable both collective as well as singular management of protected areas by different government agencies to meet the different needs. These management strategies also provide for greater integration between the different stakeholders in both conservation and development and also for the broadening of the economic opportunites of protected area management. Within this scope of the private sector is allowed to undertake specific forms of economic activity which encourage sustainable use of resources that would invariably contribute to conservation. Sabah has preserved a number of ecologically significant areas under total protection as forest reserves parks wildlife sanctuaries and heritage sites with a number of other potential areas being considered for protection. This paper presents an overview of the in-situ management strategies of different areas under protection in Sabah and their rationale. The management of these protected areas undertaken by a number of State government agencies which provide for in-situ as well as ex-situ conservation of bio-diversity in Sabah. Particular reference is made to those agencies concerned with bio-diversity conservation that are under the purview of the State Ministry of Tourism Environment Science and Technology. This paper is a brief summary of the major conservation areas in Sabah to provide a base reference for users where necessary to update and amend the information. The management of protected areas is also expected to be dynamic in response to the on-going research and continual assessment of these areas.
