Abstract

In view of the growing demand of water the shirking water resources and deterioration of their quality have become a matter of great concern. For this ever-growing population rapid and mostly unsustainable development widespread water pollution climate change poor water management and poor conservation of forests wetlands and other water resources and inadequacy an poor enforcement of law are mainly responsible. in order to meet these challenges positive efforts in all these areas are being made. But in spite of these efforts the situation is becoming worst. Law is also being used as an instrument for abatement and control of water pollution. But legal norms generally suffer from lack of proper enforcement thus fail to exert sufficient deterrence against perpetrators. Malaysia is not an exception. The paper critically examines all these aspects and offers suggestions to rationalize them.
