Abstract

The overall framework constraints confronting efforts to conserve and manage peat swamps - inter alia policy and legislative frameworks - must be confronted befor a reality-based management and conservation strategy can materialize. After all economic environmental social and political aspects are interrelated where none stands isolation with regards to their individual fate. This paper looks at the Malaysian policy and legislative frameworks pertaining to peat swamps. The section on policy framework spans the National Economic Plan NEP to the recent Mid-Term Review of the 7th Malaysia Plan as well as the more recent and wetlands-specific policies and works-in-progress. The legislative framework shall look at international and regional treaties and conventions as well as non-binding instruments pertaining to peat swamps. The national legislation is also addressed to understand the complexities of managing and conserving the peat swamps. Finally several recommendations are made towards ensuring a successful integrated effort for the conservation and management of the peat swamps congruent with the concept of sustainable development.
