Abstract
Incentive programs for forest plantation establishment were analyzed of Brazil Chile Indonesia New Zealand and Uruguay. The development history nature of incentives and impact of external factors were assesed to identify the key elements of programs implemented to stimulate the development of industrial plantation estates. The most common forms of incentives were direct subsidies tax deduction and subsidised loans. The success of incentives varied considerably with programs in some countries leading to large areas of productive and accessible plantations while in others programs resulted in limited success. In all cases the success of plantation incentives programs was depend on other factors in combination with incentives rather than incentives alone. Wider government policy was one of the major influences on the effectiveness of plantation incentive programs. Key elements of successful programs were identified as clearly stated objectives and priorities well developed guidelines provision of technical and research support to investors provision of adequate resources for administration of programs and removal of impediments to investments.
