Abstract
The article discusses an alternative instrument for rural education and training. In Malaysia it was found that the mass media formal education and village institution are not very effective.This is due to their urban orientation lack of relevance and domination by large farmers. It was suggested that local resources and structures be integrated. In the Muda irrigation scheme the Local Training Course (kursus tempatan) was successful in stimulating technological change among the Malay farmers. The course is administered by local people using local resources and dialect and is legitimized by linking the messages to Islamic ethics
