Abstract
In order to realize the objectives of the Convention on Biological Diversity (CBD), access to genetic resources and equitable sharing of benefits are essential steps. Pragmatic and effective procedures need to be developed to facilitate the implementation of these steps. Biological resource centres, e.g. microbial culture collections (MCCs), have been playing important roles for the conservation and sustainable use of genetic resources for more than a century, ln the CBD era that began in December 1993, the roles of biological resource centers have become even more crucial as an infrastructure to facilitate sound development of biological sciences, biotechnology and bioindustry. From a private sector's perspective, conceptual innovation of MCCs management is needed to transform MCCs in such a way that MCCs not only continue and strengthen their conventional roles, but also incorporate a new function to meet necessities of different stakeholders in the CBD context. This paper will introduce the JBA's current policy on access to genetic resources and benefit-sharing, and present a concept in which an MCC will be able to play a new intermediary role for stakeholders by providing them with transparent and smooth access to genetic resources.
