Social and environmental conflicts emerge reasoning of competing values and interests among the actors in a given situation towards the natural resources. This paper draws the role of rules-in-use from the Institutional Analysis and Development lAD framework of Ostrom et al 1994 which influences the action arena of Environmental Sensitive Area Decision Making focusing on the arising social and environmental conflicts in project development. The reasons of conflicts are formulating the possible interactions among the actors; local residents NGOs and experts include local authority municipal politicians project proponent and other related agencies. Two distinct groups: interest and value conflicts can be identified as the representation of reasons that are being articulated. Considering Multi-Criteria Analysis MCA as a Value Articulating Institutions we are able to determine the rules in identifying the participants their roles medium of participation basis of working data and procedures of handling data in decision making. A proposed Multi-Criteria Analysis Institutions that may change project planning process and reduce conflicts will be viewed from the conflicts resolution perspective.
