Abstract

Malaysia is the world;s second largest producer and the world;s largest exporter of crude palm oil MPOB 2011. Consequently these competitive advantages create an abundance of oil palm biomass which has significant commercial potential. The Malaysian Government aims to build several value added products such as wood products bioenergy biofuels and biobased chemicals from these oil palm biomass; to ensure the nation benefits from the downstream value creation-socially economically and environmentally for a decade to come. The National Biomass Strategy NBS 2020 that established in 2011 is the blue print that strategises the actions in order to materialise this vision. Yet we understand it is never a coincidence that presently oil palm biomass is attracting the political limelight to be identified as part of the National Key Economic Area. Hence this paper reviews the NBS by adopting the Social Shaping ofTechno logy SST theory-which is advocated by MacKenzie and Wajcman 1985 in order to identify the social factors and to examine how these factors are shaping this national agenda. In-depth case studies were carried out to study the related stakeholders within the national oil palm industry while the data collected was supported by the related national policies. With the encouraging social factors the comprehensive policies established and various stakeholders that have been instituted; the National Biomass Agenda would transform the existing oil palm biomass products to some higher value products not only to allow Malaysia to generate wealth for its domestic economy but also to capture a bigger share of the global biomass market.
