Abstract
The importance of small and medium scale industries SMSIs has been acknowledged by many countries. In the case of Malaysia small and medium scale industries played a very important role long before the advent of colonialism S.H.Alatas 1970. However during the colonial period the progressive development of these industries was 'thwarted' as the British Government placed more emphasis on modern large scale industries. In the post-independence period especially in 1970s SMSIs had been given significant role under the New Economic Policy namely to serve as one of the avenues for the development of a Bumiputra business community. Many agencies were set up to accelerate the success of these industries. Nevertheless a number of researches carried out see for example Chee Peng Lim 1985; Salleh Ismail 1987; Clapham R. 1983; and Sabah Lee Mei Ling 1989 showed that numerous problems were encountered by most of these industries. One of the problems encountered is concerning the relationships with government agencies. This study therefore is an attempt to examine the problems encountered by the agencies as well as the attitudes of entrepreneurs towards such agencies. In addition to that other problems pertaining to management marketing labourers transportation and socialization had also been touched in this study. These factors are seen as interrelated to the problem of attitudes. However due to limitation of time this paper will mainly focus on their attitude towards the agencies.
