Abstract

Since independence the Government has accorded high priority to agricultural and rural development. The emphasis on the rural sector has become greater with the inception of the New Economic Policy which aims to eradicate poverty and restructure society. The allocation of resources for operating and development expenditure is dictated largely by the NEP objectives. The major focus has been on land development in-situ rehabilitation and group agriculture including integrated agricultural development projects. To a certain extent the other domains of agricultural development comprising marketing and agribusiness research institutions and technological progress have taken a backseat. However the agricultural sector is facing immense challenges internally and externally. The changing structure of agricultural production marketing and trading management and organisation necessities require new directions for agricultural progress. The need for prudent and pragmatic resource allocation in agriculture has now become critical in the light of these new and prospective challenges. This paper highlights the pattern of resource allocation in terms of sectoral and functional destination of operating and development expenditures. Directions for agricultural growth and its appropriate strategies and programmes are discussed. Suggestions on the desirable pattern of resource allocation are also presented.
