Abstract

Forestry is one of Chile's most active economic sectors - growth has averaged 22 per year since 1974. Forestry activities cover from plantation to production and are geographically concentrated in the Region V to Region VIII of the country. The forestry industry is divided into the export and domestic industries. The export industry is based upon wood pulp products while the domestic industries supply Chile sawn wood boards newsprint paper and cardboard products. For more than 40 years Chilean government policies have encouraged and stimulated the growth of the forestry sector with various legal provisions. In 1974 the Chilean government enacted the Decree Law. 701 DL 701. Since enacting DL 701 a total of 1.35 million hectares have been planted the private sector 86 with Radiata pine. In the case of forest plantation the State for a period of 20 years as from the date of promulgation of DL 701 75 of the replanting cost are met by the Government given only once for each forestry area included in a management plan. In addition to that for the purpose of the global complementary tax 50 of the forest plantation harvest are liable for taxes. From 1974 t0 1990 the Chilean government has provided approximately US100 million as incentives to forest plantation development. Malaysia on the other hand do possess a number of planting incentives provided for agriculture crops which could perhaps be adopted for forest plantation. All these experiences could be given due consideration in order to attract the private sector to participate actively in the forest plantation project in Malaysia
