Abstract
Risk of negative impacts on animal roduction and public health from the multiple sources exposure to infectious agents of livestock population in Bosnia and Herzegovina BandH is great. Unfortunately BandH as a transition country has limited resources for disease prevention and it has inherited an inflexible and inefficient disease control system. This paper offers a scientific framework for an efficient livestock disease reporting system in the BandH economic and epidemiological conditions. After analyzing the available data on disease status in our country we applied some epidemiological tools to characterize certain disease by their frequency seasonality host susceptibility agent virulence and economical damage that they cause. By interfacing those disease patterns and current veterinary administration organization we came up to a disease reporting system that is based on epidemiological principles and flexible enough to efficiently respond to changes in disease occurance. This system allows allocation of resources available for the national surveillance program in a manner of changing priorities and attention to certain disease depending on its current status. Our suggestion for the problem of miscommunication between veterinary and government agencies on different level of jurisdiction is through establishing the Animal Health Information Center that will operate at the national level and gather disease status data and provide reports and suggestions for decision makers.
